Billing block slow to load?

Hi,

My experience trying (failing) to fix a related issue (http://issues.civicrm.org/jira/browse/CRM-5869 - my billing address is same as my profile address- checkbox )   is that the billing form is slow to load -e.g if you have 'dummy processor' & pay-later. It seems to be related to how many countries/ states you have enabled - does anyone have more than one country enabled for states & if so it would be good to check the experience on this page
