All States / Provinces Listed in Menu Prior to Any Country Chosen

I’ve created a profile of just a few fields: country, state, & postal code to appear on the “Create new account” Drupal page. 

I put country first.

I do not have a default country set. But in the State menu it seems to load every single state and province of every single country.

Is this what should happen? Seems like it should minimize server load, sending nothing until a specific country is chosen. 

However, once a country is chosen the state/province menu loads the appropriate options, which is the (end user) expected behavior.

If I choose a country (and wait for the state menu to fill out as expected), then go back and choose “-select-” in the country menu, then the state menu empties and says “-select a country-” which is what I initially expected it to do (offering zero options until the country has been chosen).

Not sure if I’m doing something wrong.
