On my profile form, I am showing the country dropdown from the contact list, however it only allows the US to be selected. I am sure there is a simple checkbox somewhere to allow, but I cannot find it, nor could I find out how via a search (sorry if it is there)

do you have additional countries enabled here? /civicrm/admin/setting/localization?reset=1

right, this fixed the issue for me as well. in wordpress, the setting is in /wp-admin/admin.php?page=CiviCRM&q=civicrm/admin&reset=1

after the domain name. thanks.
