Cannot create a PCP page; it just returns to home page

Can someone please help!!!!  I am having an issue with creating a PCP page. I get all the way through the donation process just fine but when I get to the page where you click on the "Create your own campaign page" button and fill in all that info - instead of creating an account it defaults back to the home page.   Please help???

The site is in development and I am using a PayPal Sandbox.  Have anyone else seen this problem?  If so, how did you resolve it?

There are some patches needed in your version of civicrm, I believe. I contracted with Confluence to resolve my PCP issues. They were able to apply a patch for me.
