Problem with Unsubscribe

This is what the emails get to unsubscribe: ?page=CiviCRM&q=civicrm/mailing/optout&reset=1&jid=11&qid=55272&h=ea45f27582556fee.

Why is the rest of the address missing the footer is: to unsubscribe: {action.optOutUrl}
{domain.address}

The output result is:
