configuring action / activity lists

Sorry if this has an obvious answer, but...

I'm looking at the list of actions and activities that can be applied to a contact record when viewing a contact, and the list doesn't
entirely correspond with the activity types defined for contacts in the admin area ('Activity Type Options').  This implies that there's an extra configuration step to configure the list of available types.  If so, where is that done?

Some activity types are 'Reserved' and used to record activities automatically (e.g Contribution activity type). If the CiviCase component is enabled, then you can create activities which are linked to Cases rather than directly to Contacts. These activity types won't show up in the contact 'Actions' list.

If this doesn't explain what you see on your site, then specific example(s) would be helpful.

If I look at the list of 'Activity Type Options' in the admin area (Home › CiviCRM › Administer CiviCRM › Option Groups), the list  attributed to component  'Contact' is -

Phone Call
Meeting   
Email   
Text Message (SMS)   
Inbound Email
Bulk Email
Tell a Friend   
Print PDF Letter

but if you create a 'New Activity' for a contact record from the admin menu, the list of available options is

Phone Call
Meeting
Print PDF Letter

It's not clear (to me) how the shorter list is generated (presumably) from the larger.

The other activity types are used programmatically by other components in civicrm and hence not shown.

We use the filter column to filter all contact activities to display in the admin menu
