Paypal doesn't want me to enter offline contributions in Civi

Hi, I was exploring best practices for staff to enter credit card contributions into Civi from the admin side, using the "Submit Credit Card Contribution" option on a contact record. We use Paypal Pro, and I called Paypal to ask them if they would accept a payment if it didn't include the Card Security Code (since we don't want to collect that from donors). I told the rep that we were intending to enter credit card payments through our site, and he launched into a lot of warnings against it. He says Paypal monitors for multiple transactions coming from the same IP address, which triggers fraud filters and will ultimately lead to them limiting and then freezing our account.

Has anyone with Paypal used the admin/offline entry option for many or frequent payments? Have you run into problems? Obviously I don't want our account to be frozen, but I don't know if the rep I talked to is overstating the risk.
