Notify admin of new mailing list subscription

Is it possible to get an email when someone subscribes to a mailing list. I know how to do that using profiles. Does the mailing list subscription use a profile?

Currently no :(

the mailing subscribe/unsub/optout code has not been changed since we released civimail. Would you be interested in taking a look at it and improving it significantly?

I'd love to do so, "if I only had a brain"... I'm afraid I lack the skills to do it. What are the prerequisite coding skills necessary to work with CiviCRM? I love Civi and depend upon it for my adult education program. I'd love to be able to contribute.
