Not sure if i have just forgotten something really obvious - or if things have changed or what - but on a fairly vanilla install

I am using ACL to limit Contact A to access ONLY contacts in Group A

now if I give Contact A permission to 'edit groups' i am hoping that they will be able to create groups, and then use those groups to add contacts they have access to into.

is it expected that Contact A will not be able to access any of the groups they make - even if those groups only contain 'their' contacts?

yes, thats the way the current model works.

I think we need to fix / improve two things:

1. Allow user A access to all the contacts she/he creates

2. Allow user A access to all the group she/he creates

Thanks for confirming lobo - will see if we can put any effort in to this, but suspect the short term will be them opting to just using Tags

How about if the ACL sets Person Z to seeing Contacts in GROUP X
and there were some other Groups that had GROUP X as their Parent group
would that not make a good basis to let Person Z to access and use those Groups?
In case that is easier than letting Person Z make Groups

or ideally both

Person Z creates a Group and can set them to be a Child of any Groups they have ACL access to.

And if others make a Group and set it to a Child of one of those Groups then Person Z can also access/use them

That sounds reasonable

However i dont think the ACL implementation is aware of parent/child groups (ACL's preceded that), so we'll need to upgrade the ACL code to take into account parent/child groups
