How to avoid Google's geocoding quota limits

When trying to geocode addresses, Google returns the status of "OVER_QUERY_LIMIT".    This issue is described at: https://developers.google.com/maps/articles/geocodestrat

Is CiviCRM using client-side or server-side lookups? This impacts the quota.

Any ideas on how to get around this?

Would appear to be client side.

To get around the limit, you should ask Google. There is nothing we can do about their rules.

Note that Batch Dedupe seems to ignore the Geocode API.  See: CRM-10783
