Require a weight total for dedupe rules

We've just had a client who created a dedupe rule with all fields and the threshold total set to 0. This meant that the query was discovering dedupe candidates for every user with every other user.

I wonder if some minimal protection logic could be included in the dedupe rules that could detect possible rules like this? Or even a simple validation that requires wieghts of greater than 0?
