Is there an easy way to have all the tabs expanded by default when adding a new contact? My custom data blocks I've set to open by default and that works great but it would be nice if the basic blocks also could be set to open by default. All my contacts have addresses and though I import most of them, adding a few new ones manually would be easier if I didn't have to keep clicking the tab to open it.

You can do this by adding a simple jQuery snippet to the contact edit template.
