Using Profiles or User Access to CiviCRM pages?

Hello,

I have been trying to use all profiles for my interaction with users and CiviCRM (via Joomla), but am having difficulty getting all the forms necessary for a company's Primary Contact to handle the company's self-service requirements.  For instance, the Primary Contact needs to be able to:

1) manage the company's data (which is working using a permissioned relationship, although it has to be set by a staff member after the membership is created - not fully self-service)
2) Add and manage other company employees that are part of the membership.  A company may have 10 employees or more that have rights to the membership, and need to receive mailings, emails, content, etc.  So the Primary Contact needs to set them up in the system.

I have not figured out how I can do #2, (nor #1 for fully self-service).

Is it valid to give members (Primary Contacts) access to the CiviCRM menus in the CiviCRM component to do this work?  Does that give them the sefl-service requirements?  If so, can their access be locked down to specific menu items in CiviCRM, and only access the data areas they can create or manage for their company?

This has come up in the past, i dont think there is a good solution to it currently. Might want to check and give feedback here:

probably not the time or place for this but wondered if one approach would involve somehow having an 'is primary' option that admins can use on specified relationships but i think it is going to be hard to figure a generic solution
eg
if admin specifies that a relationship should have an 'is primary' field on it (for one end of the relationship eg an Org in this case), then if there is only a single relationship then that person gets it - if others get that relationship, then we would need to know who currently has the 'is primary' and should that be switched to the user that is currently be edited

and more complex for self service as in the UI would need to specify if contacts can see the 'is primary' in order to then be able to say 'no, john shouldn't have that any more, i am the new primary person'
