Template cache directories

Hello,

because today it was the secound time, that the template cache was the reason for an error, I want to ask a general question.

In our installations, the template cache is located at <drupal root>/sites/default/files/civicrm/templates_c.
In this directory there are two directories en_US and de_DE, because we have the german language packages installed.

But now the oddity in my eyes. The cached files and directories are not generated in de_DE as I would expect. They are in en_US/de_DE.

I wonder if this is right?

All installations on LAMP 64 bit machines.

I got this problem in Windows 7 64 bit, no problem at all in 32 bit(x 86)...
