It's now possible to create relationship types that don't specify the contact type for contact A or contact B. (i.e. I can create a relationship landlord of and tenant of where the tenant is always an individual, but the landlord is an organization or an individual.) This is great!

But it seems to be the case that when you are creating a new relationship and have the option of either searching on a contact OR creating a new contact, when you want to add a new relationship that DOESN'T specify contact type, you can't just create a new contact for these kinds of relationships. They always have to exist in the database already.

Is this by design for some reason? Or is this a bug?

This is definitely a bug. The fix was pretty simple but we're too close to 4.2 release to include it in 4.2. I've filed and fixed for 4.3 - if critical a patch from there could be applied.
