CiviMail does not seem to be using the localized time....   how does one ensure thast CiviMail uses the time set for the app,  as opposed to the server's time.

Additionally,  I am not getting anything out of civimail and no log entry.....   what are the debugging steps to get civimail running?

civicrm does not deal with the timezone issue as yet. We plan to address it in a 2.x release.

with regard to getting civimail working, you might want to ensure the foll:

1. does send email to contacts work. i.e. can civicrm send an email

2. are you running the cronjob to process a civimail job on a periodic basis?
