Should the default strict individual rule be email only?

Hi,

The help says that:
'Strict' rules should be configured with a relatively tight definition of what constitutes a match (for example... email address + first and last name for Individuals). The default 'Strict' rule is automatically used when new contacts are created through online registrations including Events, Membership, Contributions and Profile pages. They are also used when you Import contacts. You can only have one default 'Strict' rule for each contact type.

However, we ship with email as the only field:

Shouldn't it be better/safer to have first+last+email?

I agree that it should include first and last name as this helps to resolve issues which arise when a couple share the same email address.  It's worth thinking carefully about the weighting though. 

petednz pointed out something very helpful a while back - that an email, if it occurs more than once in someone's record (as it can easily do as home/billing email) is counted more than once by the de-dupe rule and can result in Civi making an erroneous judgement.  To get round this we have set our default strict rule to:

First name - 5
Last name - 5
Email - 1
Weight threshhold to consider matching - 11
