We have a use case where we need free/ad-hoc tagging field/tagset  that has different terms per CiviCRM group.

For example each group could have the following terms

Group A

   - Friends
   - iPhone User

Group B

  - SMS User
  - Has cable TV

Group C

   - Friends
   - iPhone user
   - Android user
   - Windows phone user

Another complication is that a contact could be in Group A and C. However someone who has access to see contacts should only be able to see the tags related the group that the contact is in that they control.

We would like to do this with CiviCRM tags but I do not see a way to do it. We could create a field for each group but this sounds problematic. 

Is there a reason to not create hundreds of fields?

If we do create a field for each CiviCRM group then would we have to make a profile for each group as well?

Any thoughts on this are greatly appreciated.

Took the liberty of editing the above so the 3rd group was called Group C (was saying Group A again)
