Where to set timezone for Civi?

Hello! CiviCRM is using GMT-5, whilst our server is using PDT (GMT-7) and Joomla Global Config is set to UTC.
I am trying to have same time used by all my components but I cant find where civi is taking that time from.
Ideally I would like to use the timezone where we are based most of the year (Panama: Eastern Standard Time or GMT-5 all year round, there is not daylight adjustment in Panama).
I am not sure if civi is actually using CDT and its time is gonna change in winter.
Where can I find this information?
Where is the configuration setting for time zone in Civi? You might think it should take it from Joomla Global Config, but it appears it is not like that. I found many forum posts about timezone but I can gather any helpful conclusion.
Any help, please?

Civi uses the timezone set by PHP.

Yes, would be good for civi to get the timezone from the CMS and be better with timezones. If you/your org can help move that part of the project forward it would be great

We've been running the solution posted here http://issues.civicrm.org/jira/browse/CRM-9683 for about 18 months. Basically we add a small amount of code to civicrm.module & convert the fields that we are interested in to timestamp fields.

It works seamlessly.
