Upgrading instructions and check version number

I got the current version number by checking the civicrm_domain table column "version" which says 3.31 but I'm trying to follow these instructions but am finding every step that the menu options don't exist, I'm thinking it could be because the version number I have is not 3.31, but earlier?

Step 3 and step 4 these menu items aren't in my version

The version number is not in the footer on every page

I've found the adminstration console which says I am running 3.31

Steps 3 and 4 are still missing, there is no "site information"

There is no "Site Building"

I am logged in as admin.

If I go to /admin there is site building but no modules

Would a screenshot help? I'm desperate to get this sorted out. Please help.

Problem sorted. Turns out I wasn't logged in as drupal admin!
