Finding Duplicate Contacts: Thoughts on Access

Has anyone else hit upon the issue of allowing only administrators to manually use the defined rules for searching for duplicate contacts? In our ideal scenario it would be great if the IT department were the only Administrators of CiviCRM, but we would love for someone in our Development Department to act as a Development Administrator so they can perform periodic searches for duplicate contacts rather than either a) opening up all of the administrative control to a staff member or b) troubling the IT department to perform this user-level function.

Perhaps it could become another ACL function just like View and Edit?

Thanks for any thoughts, war stories, or ideas you may have.

Related, but different --
It would be great to create the ability to define multiple duplicate rules for contact types. Right now, you can only define a single dup. rule for each contact type. But sometimes I want a more refined dup search (fname, lname, email, zip), and other times I want a broader rule (email). It's a bit of a pain to have to redefine the single contact type rule and switch it back and forth depending on my needs of the moment.
