Custom Value API only returns active custom fields?

I am using the v3 API CustomValue, which is great! (Thanks Coleman :-) I have one issue though: as far as I can judge I can not retrieve data for inactive custom fields? That is a shame as I use that feature quite often to hold 'invisible' data likes keys from other systems I link too. I can work around it, but it seems useful to me to have the possibility to retrieve inactive custom values. If we agree, I will raise an issue and add it to the sprint list :-)

Yes, lets set aside 2 hours to debate the syntax & 20 minutes to implement the fix @ the sprint

Are the inactive custom values already fixed? It doesn't seem so in my version of CiviCRM which 4.3.0?

No Jaap, I do not think they are fixed yet. Soooooo in the ideal world......you can fix it and share the improved API with us?

Well. I would like to do so. But I am new to CiviCRM so I am not sure if my solution is not going to have impact on Civi in general. Because I have found the cause for this specific problem in a core BAO class. Which then might lead to unwanted results like showing up inactive custop fields in different screen.

So a little advice on how to change BAO functionality would be welcome.
