Thank you receipt not generating with membership option selected

I have two contribution pages, one is a regular contribution page and one is a membership only contribution page. I have the send a thank you receipt on both pages, but it does not generate for the membership only page. It does generate successfully for the donation page without the membership option selected. Does anyone know why this would happen?
