(Solved) D7 Upgrade 4.2.1 from 4.1.5 Undefined index: CRM_Upgrade Service.php

I am getting this error and the upgrade stops at [Executed: Upgrade DB to 4.2.alpha1].
Undefined index: CRM_Upgrade  {webdir}sites/all/modules/civicrm/CRM/Queue/Service.php on line 117, referer:{mysite}/civicrm/upgrade/queue/runner?reset=1&qrid=CRM_Upgrade
There is Joomla user with this issue here: http://issues.civicrm.org/jira/browse/CRM-10797

Any suggestions? I do have the backups so I am going to reload and retry.

Second try no luck either. Same error and stops at the same spot.

But this time I got a backtrace in the log and it cannot find a message template. The file is not there.
Seems like it is the stupid web based tar I have to use on this host that is not extracting the CiviCRM distribution properly and this is not a CiviCRM problem
