The batch update has a very nice feature in that we can limit the number of contacts to be updated at one time to 100.   It would be great if we could also have the option of limiting the "send to contacts" from the "more actions".   I have security limiting who can get to CiviMail and we send out 20 every 10 minutes, but anyone with access to CiviCRM can send mail to all of our contacts in one big shot.

This is the same in version 2 as in version 1.9, so maybe not a bug, but I consider it a design flaw that could perhaps be easily fixed.
