Move SMS providers and Outbound email to communications

Hey dudes,

I think we should move 'Outbound Mail' and 'SMS providers' from 'system settings' to 'communications'.

What do you think?

The "System Settings" menu generally has items that are oriented toward system admins. These are also items that are infrequently modified once configured. I think both of the below meet those criteria and would tend to leave them in System Settings.

Not sure any categorization makes sense universally. Some folks have suggested an admin functions search - which might help if we could make it very forgiving (i.e. match on lots of key words).

What do other folks think?

The arbiter of good taste has spoken, and system settings is the new black.

DOes it need to have a search? Didn't have a lot of feedback about not finding, but might have a slight bias toward the existing admin organisation ;)
