Custom search list?

I have been working with custom searches and came across an oddity I need to ask about.  There are four custom searches listed in the navigation menu under Search --> Custom Searches.  There is a much longer list under Administer --> Customize Data and Screens --> Manage Custom Searches.  What's the difference, and what determines which searches show up under the Search menu?  How do I get a new custom search to show up under Search?

Pretty sure that this is now arbitrary, i.e. there may have been a reason at some point (maybe they were the only ones that existed / people thought they were the most common searches) but the thinking is out of date.

In more recent versions, we no longer list any custom searches but point users to the custom search listing
