access contact reference fields

We recently upgraded a site with some contact reference fields and it took some time to debug why they were not working for our client. Seems that a new permission was added, and that it defaulted to disabled. The upgrader apparently was not warned about this behaviour. It manifested as some users (lacking permission) getting a searching circle that never stopped, while the admin account worked just fine. After trying to find a browser issue, file caching issue, etc. I tracked down this because I happened to recall seeing something about improvements to security.

I'd strongly recommend that there be some notice on upgrade to the upgrader if there are custom contact fields in the db, because otherwise it appears the upgrade has broken the site.
