CiviMail not executing after upgrade

Just recently completed an upgrade to 4.2.2

I can create an e-mail no problem. If I send it to a test contact, I recieve it no problem. When I actually schedule the job, it doesn't actually show up in the scheduled mailing list, and never actually sends.

I can see the mailing in the database in civicrm_mailing.

I can see all the mailings that I had previously sent under previous versions of civicrm. When I click on the report for one of those, and change the mailing id number in the url to the id number of a new mailing in the DB, I get an error saying I don't have permission to view that mailing. I can't understand what would have caused that, as I have all civicrm permissions.

Any ideas where I can start looking?

is this a multilingual site per chance? if so maybe http://issues.civicrm.org/jira/browse/CRM-11052
