I've set up CiviSMS, and I can send individual SMS messages to contacts. However, when I try to do a Mass SMS, I can successfully set it up, but it just sits there as being scheduled as never actually starts.

I thought there must be a separate scheduled job I needed to enable, but I can't see anything, and assume it is supposed to be started by the same scheduled job as CiviMail

I have attached a screenshot. In CiviMail, a job that was ready to mail out would show Report on the right and not continue.

Yes a scheduled job is missing. Filed an issue here - http://issues.civicrm.org/jira/browse/CRM-11060.

For now you could add a new scheduled job from UI, which is same as mailing with api call as process_sms in place of process_mailing.
