Cannot edit Global Config value

I'm unable to change any value in the global settings

for example I made some changes in the localisation and smtp settings click on save
it then shows changes has been saved but when I return to the page it still shows the old values with no changes.

Anyone have any ideas what might have been the cause of this?

is this joomla? did u manuallly tweak the install and any directories / files within it? (i..e are u using symlinks etc?)

if so, we ran into a similar issue a few days and the solution is to ensure that admin.civicrm.php and civicrm.php are files and not symlinks and are in the same place as installed

Yes it's joomla sorry for not mentioning it.

No I did not tweak anything at all , although my server just got upgraded to php and mysql to version 5.

But it was fine before though. I mean even after the upgrade then suddenly one day this happened.

can u check

administrator/components/com_civicrm/civicrm.settings.php

1. make sure that file exists and the web server can read / write to it. make sure it also non-zero length

if the above does not work, i'm not sure whats happening. You might want to edit admin.civicrm.php and add a few debug statements. most likely your civicrm db is getting reset on every page load
