How is administrator determined?

Using Drupal 7 and CiviCRM 4.2.2
I merged contacts and now the test emails are sent to the wrong contact, not the one currently logged in with the Administer menu in the CiviCRM menu bar. Is there just one admin? Is it based on CiviCRM ID?

test message was sent to the contact with civicrm id 28, user id 1. the drupal user logged in is civicrm id 1 user id 11 and has drupal only admin role.

I assume you're referring to Administer > System Settings > Outbound Email -> Save and Send Test Email ??? (in general it's helpful to be a bit more specific in your posts)

That function should use the primary email of the logged in contact. If it's not doing so, you can try logging out and back in - and / or debug the code at CRM/Admin/Form/Setting/Smtp.php postProcess() - around line 90.

After the merge of contacts, the email of the admin was one of the emal address of the contact used by the test mail. I changed it back so the admin only had one address, the one logged in with. The test message is being sent to the contact of the other contact.
