Separating contacts in database between departments

I am working on a civi CRM project where it is crucial that we make contact from one department not visible for users working for an other department.  Exception is of course when contact make a connection with two or more departments.  (Departments are actually different project websites - which have there own newsletters, fundraising etc.)
Is there someone who has experience with this and could give us some advice on how to set this up.

Hi there are two approaches

ACL Groups - each of these Groups has an 'admin' group who are the people who then are not allowed to see everyone, they can only see those contacts in their ACL Group

MultiOrg (Drupal) - this is where each Department has its own 'domain' and each domain is linked to an org (the Dept) and a Group. Anyone without the permission to see everyone across all Domains will only see the people who belong to their 'domain' group.
