Send SMS should only appear if they have a mobile phone

Currently 'Send SMS' appears if they have any kind of phone.  If you try and send an SMS to someone that doesn't have a MOBILE phone, we give the following error message:

Selected contact(s) do not have a valid Phone, or communication preferences specify DO NOT SMS, or they are deceased
so i think that
1) we could avoid this message if we didn't show the option to send the text unless they had a mobile phone
2) we should improve the message text so that it says
Quote
Selected contact(s) do not have a valid <i>mobile</i>phone, or communication preferences specify DO NOT SMS, or they are deceased
