How to make contacts private for each users

I found that when I disable permission 'view all contacts' in drupal, users can't create and manage contacts.

The 'view all contacts' is global. Without that, users see NO contacts.

To limit certain users to certain contacts, you would have to use CiviCRM's ACL system.

small clarification (though i am not sure if this is ALWAYS the case). "users see no contacts apart from their own contact."
