Tried to get my standardization to work but cannot get it to save successfully as far as I can tell.  It keeps the URL and ID but turns off USPS in the selection menu.

I am using the ID provided for the exact subdomain URL that CiviCRM sets on and as I entered on the USPS Web Tools request form.  I am using the testing URL of http://testing.shippingapis.com/ShippingAPITest.dll and I have also tried the SSL URL of  https://secure.shippingapis.com/ShippingAPITest.dll as well.

I followed the directions at http://wiki.civicrm.org/confluence/display/CRMDOC42/Address+Settings but not sure where I am going wrong. I do know that I am trying to use the testing server first but have requested the production server API access but need a few test submissions before they will move me to the production server.

Any help is appreciated. Thank you ahead of time.

can u please file an issue for this. Seems like there is a problem saving the provider and also displaying the settings message. We can fix this for the next version

Note that the USPS stuff is not heavily used (if it is at all?) and as such is not really maintained and or tested. If your org is using it, might be worth adding a few unit and web tests to ensure that it continues working. Also i have not idea if the USPS api has changed in the past 5 years and/or if the current code does the right thing.
