Paypal communication with civi not working properly

Some memberships on my site have to be paid for. But if someone fills in a contribution page, goes to paypal and then aborts before payment, they still get a "welcome to membership" email and get allocated the membership permissions they haven't paid for :-(

I have Instant Payment Notification working on Paypal Standard but the welcome email seems to be being generated when the "confirm contribution/continue to payment" button is clicked - without waiting for payment to be made.

Clearly I've configured something wrong but don't know where to start looking - any suggestions will be much appreciated.

Can you clarify your versions of CiviCRM, Drupal and PHP? What's listed on your profile doesn't appear to be correct.

Hi

Civi 4.1; drupal 7.15; php 5.3; mysql 5.5.27 - have updated my profile.

Instead of waiting until payment is made (via Paypal confirming IPN) before sending a 'welcome/one-time-log-in' email, it is being sent as soon as the 'continue' button is clicked to confirm the info and go to the paypal page.
