Expand 'On Hold' to other forms of communication

For e-mail addresses we have multiple options:
  • On Hold
  • Opt Out
  • Do Not Email
which all indicate different things. I think there is an opportunity to grow the On Hold option to other forms of communication.

For example, with physical addresses, we often do mailouts. Some of this mail gets returned. Rather than deleting the address, I would like to be able to flag this as on hold. This is different from Do Not Mail, as we have no indication that the user doesn't want mail, but just that we can't get it to them.

The address may not be entirely bad (could be a typo in the postal code), and so keeping the address in the database serves as a starting point for tracking down the correct address.

Same could be said for phones where we dial and it is disconnected - although this use case is one where we would currently just delete the phone number.

I agree this area could be improved. One workaround we have used is a Location Type of Gone No Address but it isn't sufficient
