Is there a way for anyone to create a group?

What I am looking for is a way for users to create groups, ability to have join group in event registration as a drop-down and then allow user to manage group contacts.

Joining a group in event registration is supported by either:
1. Add the 'Group(s)' field to a profile and include that profile in event registration (Include Profiles tab under configure event).
OR
2. Use included profile Advanced Settings to automatically add contacts to a specific group.

I don't think having front-end (non staff) users create their own groups and manage them is currently supported. Drupal folks use the Organic Groups module and OG-CiviCRM synch to do something like that but for Joomla I think you would need to build an extension.
