restricting access to mailing lists (ACL) or hiding bulk email functionality

Drupal 6, CiviCRM 3.4 soon to be updated to 4.6.

We would like certain users to be able to send bulk emails to some specific groups, but not all. My understanding is that it isn't possible to use ACL to restrict access to groups in CiviMail, ie once a user has Civimail access they can view and email to all groups.

Instead, I've been trying to limit the visibility of the groups. So the user is given access to the page displaying the members of their group, from which they can then send a bulk email. However, Civimail still gives them the ability to add other groups to the recipient list (step 2 Select Recipients).

Is there a way to hide this step, and the third step that confuses users, and instead send pre-set values through to the final form?

Note that there is no budget to make changes to Civi, so we're limited to working with what is possible with the current system.

When you say "no budget" does that mean you couldn't do the following:
- Template override
- CSS (set the "add groups" block to display:none")
- jQuery to restrict # of groups.

All of these would be quick & dirty fixes, not super high-security (a real hacker could get around it and still send to the additional groups). But they might meet your needs.

Thanks for your reply Coleman. Sorry I didn't see it until now - the forum email got zapped by my overactive Gmail spam filter.

1 & 2 might be doable. Thanks for the pointers, I'll look into overriding the template.
