Contact record file attachments not downloading after upgrade

I just upgraded from CiviCRM 1.9 to 4.2 (Drupal 5 to 7) and everything went surprisingly well. But files that have been attached to contact records do not download.

During the upgrade I moved the custom files dir to /sites/site.com/files/civicrm/custom (it was previously at [drupal root]/files/civicrm/custom)

I checked the Directories setting in CiviCRM admin and it is correct.

I have checked the DB for customFileUploadDir and similar settings. They do exist and the value for this particular directory is:

That code looks correct. Can you manually verify that the files exist? Just take one as a sample.
