Administrator can't access groups after upgrading to 4.1.2

I hope someone can help as this is baffling me. We have a number of users who are admins in drupal and also in the administrator group in civi. We are running Drupal 7.17. We have cleared the cache, the civicrm.acl.cache has been expunged. Yet when we go to view or edit a group we get

"Zugriff verweigert, Sie haben keine Zugriffsberechtigung für diese Seite." roughly translated "access denied, You do not have permission to access this page." the site is running in Swiss German.

Is this a known bug? Can anyone put some light on this for me?

not sure as the the cause but you might want to clarify the issues below as a start...

have you double checked that the administrator role in drupal have all civicrm permissions enabled?

Thanks for the reply.

I have checked that administrator in drupal has all the civi permissions checked and they do. We cleared cache in civi itself /civicrm/admin/setting/updateConfigBackend?reset=1 and then cleanup caches. I checked the database table civicrm.acl.caches and that is empty.

The problem happens with any group. I also created a group fine, but then got the same permission when I tried to edit it.

Wow, I checked base url in civicrm.settings.php and also in settings.php and set them to the correct url. I also added in the civicrm cms database integration list. I now have access to all the groups.
