New install but page can not be found error displayed when accessing admin

I just did a new install of Joomla 2.5 and then a new install of CiviCRM 4.2.6. The install went through with no errors displayed. When I go to click on the admin area under Components>>CiviCRM I get the following error:
Firefox can't find the file at mysite.com/administrator/index.php?option=com_civicrm
I can go to other areas of the Joomla admin area with no issues.
I notice that there are no sub menu items for CiviCRM and when I look at the source code there are no sub menu items either.
Any ideas on what is causing this?

Did you get a nice Success page saying that CiviCRM was installed successfully?

Sorry for the delay in responding.
I think it did but I honestly don't recall.
I was just checking it again and now get a series of smarty error messages about not being able to create a directory or open a stream.
There is no folder or files at \administrator\components\com_civicrm\civicrm\packages\Smarty\Smarty.class.php
Does this mean that the install was not complete?

Look in  <joomla-root>/media/civicrm/templates_c/ to see if anything is there.

There is a folder called en_US. There are no other files or folders.
There are a number of folders in media/civicrm, ConfigAndLog, Custom, persist, and upload although most are empty.

I would reinstall. Use a fresh DB if your current one has data. Based on what happens with the new one, you may figure out what's wrong. Be sure to look for a Success page after installing.
