Bug? Import set to Fill, creates records without F and L Names

Normally, during import if there are records without first and last name, I get an error saying those records that are blank for First and Last Name are skipped.  However, if the import is set to Fill matched records, it appears that those records ARE imported (they were in my case).  Is this a bug or an expected behavior?
