Email and SMS Alerts based on location

Hi,
I'm only just discovering Civicrm and I'm considering using it for a project to match volunteers with voluntary opportunities.

However, it is very important to us that registered volunteers are able to receive email alerts (and possibly SMS alerts) when voluntary opportunities matching their preferences are added. Such preferences will include location (eg city or town), area of interest (eg education, healthcare)

Is there any distinct advantage of running CiviCRM on a particular CMS? I'm most familiar with Joomla.

CiviCRM seems to tick most of the boxes but I need to be certain before I take the plunge.

I'm not sure if any API exists to send SMS alerts automatically. If not, this could be custom coded as an extension (or module) I think.

Drupal does have better integration in many areas than Joomla.
