Fatal error: Class 'CRM_Core_BAO_CustomOption'

Fatal error: Class 'CRM_Core_BAO_CustomOption' not found in /nfs/users/USERNAME/public_html/drupal/sites/all/modules/civicrm/CRM/Event/Form/Registration/Register.php on line 560

I started getting the following error after upgrading from v1.9 to 2

The server is running Apache 2.2, PHP 5.2, MySQL 5.0

As admin the entire registration process works, how ever if you are not logged in   you can view the event information, you can click on hte Pay Online  and  select   how many tickets you want for the event,  but when you click on continue you get the above error.

I have made sure that anonymous uses has access to CiviContribute, CiviEvent, make online contributions, and register for events. I have toggled these options, and have unloaded civi from drupal and reloaded the module.

I did some more testing with a clean head --- I created a similar event on the demo site, and was able to reproduce the exact error.  When I am logged into the demo site I do not get any errors, but I do get the same error when I am not logged in.

The event that i set up is called Romance  on Apr 12, 2008
