As civicrm lacks of reports, can anyone tell me is there any report tools can be acted as an add-on modules or plug-in in civicrm.

i have civiCRM 2.2.7 installed.  after having read the documentation, and viewing the demo site, my main question is if BIRT is required in order for the reports to be accessible.  Right now, when i look on my installation of Civi, I am not able to see CiviReport in the main CiviCRM menu (where you can see CiviMember, CiviContribute, etc...).

I'm just trying to understand better how this works...

Go to Global Settings >> Enable Components and enable CiviReport. Then you should be able to access default set of reports. CiviReport is now natively part of the CiviCRM distribution - you don't need any additional packages.
