Missing icons and other JavaScript functionality

I recently had to move my CiviCRM install from one server to another, and I think I might have missed some files.  When I go to Administer CiviCRM, I don't get the icons and other JavaScript functionality that I had before.  I've dealt with this in the past, and IIRC, it had to do with some missing files.  For instance, I don't have the tabs at the top of the page for things like Memberships, and the calendar icons are missing.  Can anyone tell me what I might have missed that would cause this?

I also get this JavaScript error in Firebug at the Administer CiviCRM page:

Code: [Select]
on_load_init_blocks is not defined
[Break on this error] on_load_init_blocks( showBlocks, hideBlocks );

and I can't even see a link to add a Membership to a contact.

check you resource url in global admin
