Getting Error When Registering for Event Using PayPal Standard

I could use a little help here. On my website I have CiviCRM configured for PayPal Standard (Drupal 7 site with CiviCRM 4.1). When trying to register for an event, after I click "Continue" on the last registration page, instead of going to the PayPal site I am sent back to the first event registration page where the following message appears: " Payment Processor Error message
10002: Authentication/Authorization Failed You do not have permissions to make this API call."

I have been through the CiviCRM documentation and have configured my PayPal account as directed and I still get the error. I called PayPal support and they said, knowing I am using PayPal Standard, that the error is because of missing "API username and password" or "API signature." THe support person confirmed that these credentials are required by PayPal standard, yet I see no place to enter that info on the CiviCRM payment processor configuration page for PayPal Standard. I do see similar fields on the PayPal Pro configuration page.

I thought maybe there has been a change in the protocol for CiviCRM version 4.2 but I see that the documentation is the same between 4.1 and 4.2 for PayPal Standard. I had tried to upgrade to 4.2, waited a couple of weeks for my host to upgrade to PHP 5.3 but still cold not upgrade because host has older MySQL version.

I saw this post

 that mentioned the same error, but was referring to PayPal Pro and also referred to deprecated "Generating and Configuring PayPal API Certificate Credentials" that is not supported in CiviCRM v1.8 (and later). Any chance that adding information to the civicrm.settings file would have any effect?

Is there something missing in what CiviCRM is sending to PayPal in terms of credentials? Is there a fix?

can you ask the paypal support person to give you a link to the paypal documentation which says that the username / password / signture are needed for paypal standard
