Custom Membership Data not auto populating during renewal

I have created a custom data set with various fields that is used for membership of the Organizational type.  When renewing a membership on behalf of the organization's info populates but the custom data does not even though you can see it within the membership record.  I believe I have asked about this in the past but cannot find out where the issue lies.  I tried searching for it but I had no luck finding the post where this was discussed.  Any help would be appreciated. I do have view all custom data for authenticated and admin users so that is not it. And adding CiviMember: Membership edit rights doesn't help either.

I would like to follow up here with a bit of info.  I tried to see about migration of the data set to a new one that was designated for a sub-type organization rather then just general "contacts" type since it only applies to that sub-type and furthermore only applies when signing up or renewing a specific membership type.  Unfortunately, you can only use profiles that contain fields of "contact" or "membership" type.  A sub-type of "contact" is not allowed.  So I believe the choices I have are the following:

One, leave things as they are having the profile included but not pre-populated and each time would have to be selected when renewing the membership.

Two, change the data over to the contact sub-type and then have it editable by the end user within the dashboard of the organization.

If anyone has a suggestion as to what would be the better option please let me know. If anyone has a better idea of a work around without custom coding/hooks that would be great as well.
